OF THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS  
HELD IN THE CITY HALL 4301 CITY POINT DRIVE  
JANUARY 27, 2026  
Rescheduled meeting pursuant to Texas Government Code Sections 551.0411 and  
551.045 due to a catastrophe (inclement weather) that prevented the City Council  
from convening the meeting as originally posted.  
WORK SESSION  
The City Council of the City of North Richland Hills, Texas met in work session on the  
27th day of January at 3:00 p.m. in the Council Workroom prior to the regular City  
Council meeting.

CALL TO ORDER  
Mayor McCarty called the meeting to order at 3:00 p.m. He announced the meeting is  
being convened under Texas Government Code Sections 551.0411 and 551.045 due to a  
catastrophe (inclement weather) that prevented the City Council from convening the  
meeting as originally posted.

2. WELCOME AND INTRODUCTION - CITY EMPLOYEE.  
Fire Chief Stan Tinney introduced the Fire Department's new Community Engagement  
DISCUSS ITEMS FROM REGULAR CITY COUNCIL MEETING.

DISCUSS PURCHASING POLICY UPDATES  
Assistant City Manager Trudy Lewis reviewed changes to the city's internal policies and  
expenditure authority levels. The Texas Legislature approved Senate Bill 1173 (89th  
Legislative Session) increasing the competitive bidding threshold form $50,000 to  
$100,000. On November 4, 2025, the voters approved a charter amendment (Proposition  
F) to eliminate the $50,000 threshold for competitive bidding and to reflect state law  
requirements. The threshold will reduce the amount of contracts, cooperative  
agreements, purchases, and award of bids that require City Council approval. Ms. Lewis  
also provided an update on staff's progress for submitting an application for the  
purchasing transparency award.  
DISCUSS POTENTIAL TOWN HALL MEETINGS SUBJECTS AND DATES  
FOR 2026

City Manager Paulette Hartman shared that staff is preparing for an April town hall  
meeting to provide economic development updates and to discuss the impact of the FIFA  
World Cup to the Dallas/Fort Worth area. A second town hall meeting will be held in  
August to discuss the proposed FY 2027 budget. Ms. Hartman asked City Council to  
forward her topics that they would like to see discussed during a town hall meeting to be  
conducted in the fall.

CITY MANAGER REPORT  
Short Term Rental (STR) Registrations  
Managing Director of Community Services Stefanie Martinez shared that registration for  
short term rentals began in November 2025 and the city has received 49 applications. Of  
the 49, 10 have completed inspections and five are scheduled for inspection this week.  
Staff is communicating with the remaining applicants to address deficiencies in the  
applications.  
Efficiency Studies Request for Proposals (RFPs)  
Ms. Hartman shared that the request for proposals for the IT efficiency study are being  
reviewed and staff anticipates bringing forward a recommendation to award the  
efficiency study at a meeting in March. Ms. Hartman informed Council the facilities and  
utility billing request for proposals are ongoing and staff will bring forward a  
recommendation at a meeting in April.  
Spring Arts Event  
Ms. Hartman announced that the city will host its first arts festival on April 11, 2026, from  
11:00 a.m. to 7:00 p.m. A call for artists was sent out last week as a part of event  
preparations.

Mayor McCarty announced at 3:20 p.m. that the City Council would adjourn into

pending or contemplated litigation or on a matter in which the duty of the attorney to the  
governmental body under the Texas Disciplinary Rules of Professional Conduct of the  
State Bar of Texas clearly conflicts with the Open Meetings Act - (1) Jessie Goodfellow v.  
City of North Richland Hills, et al, Cause No. 352-366545-25; (2) Travis Scott Gray v.  
City of North Richland Hills, et al, Civil Action No. 4-25CV1276-09 and Section 551.087:  
Deliberation regarding commercial or financial information that the governmental body  
has received from a business prospect that the governmental body seeks to have locate,  
stay, or expand in or near the territory of the governmental body and with which the  
governmental body is conducting economic development or deliberation of the offer of a  
financial or other incentive to such a business prospect. Executive Session began at 3:26  
p.m. and concluded at 3:30 p.m.  
Mayor McCarty announced at 3:30 p.m. that City Council would convene to the regular

Council member Blake made the following announcements.  
The NRH Police Department and NRH2O Family Water Park are teaming up for the Polar  
Plunge on Saturday, February 7. Are you brave enough to join them? This annual event  
benefits Special Olympics Texas. You can find more details and the link to sign up in the  
calendar section of the NRHTX website or app.  
Tuesday, January 27 is the last day to vote early in the Texas Senate District 9 runoff  
election. Election Day is Saturday, January 31. Voting will take place from 7:00 a.m. to  
7:00 p.m. at City Hall, the Northeast Tarrant Courthouse and other locations. Please visit  
the Tarrant County Elections website for more information.  
The annual Daddy/Daughter Valentine’s Dance is coming up on Saturday, February 21  
in the Grand Hall at the NRH Centre. The dance does sell out, so get your tickets early.  
They can be purchased online through the NRH Centre’s website.  
Kudos Korner - Julie Adkins and Jennifer Mills at the NRH Senior Center - A resident  
recently shared praise for Julie and Jennifer and the incredible work they do at the NRH  
Senior Center. He emphasized how vital the center is to our community and commended  
their outstanding leadership and dedication to creating so many wonderful activities for  
residents. “Every time I see them, they both have a smile on their face, so much energy,  
and a genuine happiness. They do an incredible job,” he said.
